A Special Meeting of the Frederick County Board of Supervisors
was held on August 31, 1979, in the Board of Supervisors' Meeting Room,
9 Court Square, Winchester, Virginia.
PRESENT: S. Roger Koontz, Chairman; Thomas B. Rosenberger, Vice
Chairman; Dr. Raymond L. Fish; Will L. Owings; and R. Thomas Malcolm.
ABSENT: Kenneth Y. Stiles.
The Chairman called the meeting to order.
WAIVER OF NOTICE OF SPECIAL MEETING

We, the undersigned members of the Board of Supervisors
of Frederick County, Virginia, the Commonwealth Attorney, and
the.Clerk of the Board, do hereby waive Notice of Special
Meeting to be held on Friday, August 31, 1979, at 5:00 P.M.
in the Frederick County Board of Supervisors' Meeting Room,
9 Court Square, Winchester, Virginia, for the following
purposes:
1. Resolution on Reassessment
2. Such other business as may come before the Board.

RESOLUTION DIRECTING THAT REASSESSMENT BE CONDUCTED - APPROVED
Upon motion made by Will L. Owings and seconded by R. Thomas

BE IT RESOLVED, That the Board of Supervisors of the County of
Frederick, Virginia, does herein direct that a general reassessment
of real estate in Frederick County in the year 1980, be conducted
pursuant to the provision of Section 58 -784.3 of the Tax Code of
Virginia.
The above resolution was passed by the following recorded vote:

Mr. Koontz announced that on August 29, 1979, the Board had
been advised of the resignation of David G. Dickson, Deputy County
Administrator, to accept a position with the State Department of
Industrial Development, and that this date the Board had been
advised of the resignation of J. 0. Renalds, III, County Adminis-
trator to accept a post with the Thomas Roads Baptist Church in
Lynchburg, Virginia. Mr. Koontz stated that these two individuals
have done an outstanding job for Frederick County and the Board and
citizens of the County appreciate their endeavors.
Mr. Renalds presented a letter of resignation and stated that
it had been a pleasure to work for the Board and that they should
be commended for their service to Frederick County. He issued a
special thanks to David Dickson stating that he had been a tremendous
help to him during his tenure in Frederick County.

This letter will officially inform you of my resignation from
the position of County Administrator for the County of Frederick,
Virginia, effective October 1, 1979. to accept a position with the
Old -Time Gospel Hour, a ministry of the Thomas Road Baptist Church
in Lynchburg, Virginia.
I would like to thank each Board Member

The County owes its successful professional management to
the Department Directors with whom I have been privileged to
work. My special appreciation is extended to Department Direc-
tors Helen Locke, Jim Boyd, Harold Whitacre, Carroll Brown,
Stan Pangle, Ned Cheely, and John Riley, and to the Frederick
County Sanitation Authority Engineer- Director Wendy Jones and
to Extension Agent Gary DeOms.
I would also like to thank the Constitutional Officers for
the privilege of working with them during my tenure as County
Administrator. It has been a privilege to work with Circuit
Court Clerk George Whitacre, Sheriff Carroll Mauck, Common-
wealth's Attorney Lawerence Ambroci, Treasurer Dorothy Keckley,
and Commissioner of Revenue Esten Rudolph.
My sincere appreciation is also extended to Winchester
City Manager Wendell Seldon, the members of Council and the
City staff with whom I have been privileged to work on
County -City joint projects and to Gwen Mandel, Social Services
Director, William Hatfield, Health Director and Melton Wright,
School Superintendent for the cooperative working relationships
we have enjoyed.

Guest for their support in assisting Frederick County over the
past six years.

To the members of the news media, numerous local, state,
and federal officials with whom I have been privileged to work
and expecially to the citizens of Frederick County I would like
to extend a heartfelt thanks.
In departing Frederick County I will have many pleasant
memories of associating with the fine people of this area and
for these reasons I regret leaving the Frederick County area.
However, I believe my new position presents challenge and most
importantly the privilege of serving the Lord in a vital
ministry.
Again, my thanks to all those who have made the last six
and one -half years a very rewarding experience.

BOARD RETIRES INTO EXECUTIVE SESSION
Upon motion made by Thomas B. Rosenberger and seconded by R. Thomas.
Malcolm, passed unanimously, the Board retired into Executive Session
in accordance with Section 2.1 -344, Subsection (a) (1) of the Code of
Virginia, 1950, as.amended to discuss personnel.
BOARD WITHDRAWS FROM EXECUTIVE SESSION
Upon motion made by Thomas B. Rosenberger, seconded by R. Thomas
Malcolm and passed unanimously, the Board withdrew from Executive Session.
BOARD RECONVENES INTO REGULAR SESSION
Upon motion made by R. Thomas Malcolm, seconded by Thomas B. Rosenberg-
er and passed unanimously, the board r- econvened `_into_- Regtilar'Session.
BOARD TO BEGIN ADVERTISING IMMEDIATELY FOR A COUNTY ADMINISTRATOR
Mr. Koontz announced that in Executive Session, after discussing
the situation, the Board had agreed to begin advertising immediately
for applicants.for the position of County Administrator for Frederick
County. He stated that the Board had further agreed to accept appli-
cations for personnel within the County organization to serve in an
interim capacity until the County Administrator's position is filled.
Mr. Malcolm stated that he felt the County had been indeed fortunate
in having someone of Mr. Renalds calibre work with us. He extended
Mr. Renalds his best wishes and wished him much success in his new
position. Dr. Fish, Mr. Owings and Mr. Rosenberger each stated that
they agreed with Mr. Malcolm's statement.
UPON MOTION DULY MADE, SECONDED, AND PASSED UNANIMOUSLY, IT IS
ORDERED THAT THE BOARD OF SUPERVISORS DO NOW ADJOURN.
